The Somali Petroleum Authority Board oversees all the SPA’s activities to ensure that it develops a sustainable and competitive industry in the interests of all Somali people, in keeping with its mandate. In line with the Petroleum Law, there are nine positions on the Board of the SPA representing seven Members States and two representing the Federal Government. The Board focuses on the SPA’s long-term objectives and priorities to be one of the world’s leading petroleum authorities, promoting the development of a sustainable oil and gas industry. 

Specifically, the Board will ensure that the regulatory and fiscal regime being developed will apply the principles of equality, openness, accountability, transparency, and non-discrimination in the interests of all the Somali people. The Board is committed to upholding the highest standards of health and safety for people in all activities relating to the exploration of petroleum in Somalia, as well as maintaining world-class environmental standards. Moreover, the Board will work to maintain sound risk management, internal control systems, and reviews on the efficacy of these annually.

Abdulkadir Aden Mohamud has over 30 years of Public Service and good record with experience AgrohydrolEngineeri and intermediate System. Deep understanding of the rules of engagement and problem-solving methods at public service. Proficiency in generating and adapting equipment and technology to serve user needs. Extreme ability to analyse needs and product requirements to create a design. Excellent knowledge and usage of mathematics to solve problems. Great ability in using logic and reasoning to identify the strengths and weaknesses of alternative solutions and approaches to problems.

Proficient at identifying complex problems and reviewing related information to develop and evaluate options and implement solutions. Ability to easily and quickly determine the kind of tools and equipment needed to do a job. Immense ability to understand the implications of new information for both current and future problem-solving and decision-making. Excellent communication skills in public-speaking.

Abdulkadir Aden Mohamud holds B.Sc.-M.Sc. degrees at Hydrology Engineering from University Ion Inonescu De La Brad Iasi Romania. Diploma in Hydrology Engineering (System and mainline Management) and Diploma Loans and Micro-finance Management. He speaks English, Arabic, Italian and Romanian.

Asha Osman Ahmed
Vice Chairwomen and vice CEO, Representative of the Banadir region

Asha Osman Ahmed has over 15 years of senior leadership experience and extensive boardroom experience, including as Board Chair of a large Community Health Center.

She is a passionate community leader with a track record of business development, policy development, social action and advocacy. Asha brings a proven track record of championing change on behalf of the community and partnering at a grassroots level to gain consensus.

Asha holds a degree in Healthcare Management from the University of Minnesota, United States.

Ibrahim Abdulqadir Mohamed
International Relations
Representative of the Southwest State

Ibrahim A. Mohamed has over 19 years of experience working with the Southwest State and multinational companies across the globe.

Ibrahim was Chief of State of the Southwest state from 2018-2020, during which time he oversaw leadership engagements that established road maps to democratization, resource sharing mechanisms, representation discussions and community participation in policy decision making and inclusive politics.

During his tenure, Ibrahim developed and supported the implementation of an outreach strategy with donors and government by reinforcing the key institutions that resulted on all economic growth matters for the region.

Over 10 years experience in the Telecommunications industry as a Business Development Director for companies including Stekelom network, JTGroup Limited and Quickcom Global Communications Limited.

Ibrahim holds a BSc in Computer Science & Business Computing from Westminster University, United Kingdom. He speaks English, Somali and basic Arabic

Abdihafid Ali Dirir

Abdihafid Ali Dirir holds a Master of Arts in Environmental Development and Peace from University for Peace, and Bachelor of Science in Public Health from Hope University, Somalia. He is currently serving as an executive board member for Somalia Petroleum Authority.

His academic and research experience runs through several years of working with different organizations.

Abdihafid has experience in public health, environmental management, natural resource, and integration of environmental considerations into economic and social decision-making.

HE has previously worked with various organizations in both the humanitarian and corporate sector including Dahabshiil Group Limited where he served as a member of the senior management team.
